Solano Census Case Study: Powering through the problem

BrandGov played an integral role in supporting a complete, accurate, and equitable 2020 Census count in Solano County in the midst of the significant and unprecedented challenges brought on by the COVID-19 pandemic. K. Patrice Williams and her team artfully executed a multilateral outreach campaign while navigating a continually changing census timeline combined with shelter-in-place ordinances, limited resources, and reports of questionable counting operations. BrandGov’s tactical advertising strategy combined with grassroots organizing helped Solano County finish as the tenth highest responding county in the State of California and exceed its 2010 self-response rate by over six percent.

Final self-response rates especially in places like Fairfield, Vallejo, Benicia, Suisun City, and Rio Vista are thanks to Bay Area Counts 2020 partners like BrandGov who went above and beyond their scope of duties. K. Patrice’s creativity and tenacious leadership style mobilized a diverse partner base across county/city governments and community-based organizations in Solano County’s lowest-responding areas. Additionally, the Solano unsheltered census outreach campaign engaged over 100 service providers in Fairfield and Vallejo in the space of a week to fill a clear and significant outreach gap by the U.S. Census Bureau. BrandGov understood the fundamental need to design hyper-targeted outreach strategies for hard-to-reach groups such as veterans, immigrants, limited English proficient individuals, and unsheltered community members. Activities met community members where they were: through schools, PPE and food distribution, gas stations, grocery stores, churches and neighborhoods.
